The NPS program is a comprehensive voluntary program that provides technical and financial assistance for restoring and protecting surface and groundwater quality.  This is achieved by the installation of pollution control measures/structures and through information and educational assistance.  Funding for the NPS program is provided by the State conservation Commission through appropriation from the Kansas Water Fund.  Financial assistance is provided to landowners to implement practices to protect and retore water quality.  Actual cost or County average cost whichever is smaller, is used as a basis for determining the amount of cost-share assistance granted.

To be eligible to receive cost-share funds, construction of the practice may not begin until an application has been signed and approved.

Failing on-site systems must be located in one of the following to be eligible:
500 feet or less from a perennial stream
Within a shallow acuifer area
Within a 2 mile radius of a public water supply.
At a home site where a well is the primary water source for human use.

Failing Septic System Repair
To protect ground and surface water from contamination
by failing septic systems.  The conservation district
provides cost share funds at a rate of 60% of the bill or
60% of the county average cost whichever is less up
to a maximum payment of $1,500.00

Livestock Waste Systems
To prevent the contamination of surface water from runoff from confined feeding operations.  The conservation District provides cost share at a rate of 70% of actual cost or county average cost, whichever is less, up to a maximum payment of $20,000.  The engineering design is a $5,000 limit. The design must meet the Kansas Dept. of Health and Environment approval and must meet NRCS specifications.

Abandoned Water Well Plugging
To eliminate potential contamination of ground water
through open or poorly sealed abandoned water wells.
These also pose a physical hazard to humans and animals.
The conservation district provides cost share at a rate of
60% of actual cost or county average cost, whichever is
less up to $200 for cased wells and $400 for handdug wells..

Soil Testing
To reduce the amount of nutrients that enters the waters
of Cloud County.  The soil tests are available through the
Cloud County Extension Service at 811 Washington,
(Basement) Concordia.  Tests available include Organic
Matter and Profile Nitrogen. 10 tests per landowner for
cropland testing.  The cost share rate is 60%. A nutrient
management plan will have to be developed by NRCS once
soil testing has been completed.  A soil testing probe is available
from the conservation district.

Riparian and Wetland Protection
To clean, protect and restore Cloud County waters.  The riparian (streamside) and wetland protection program provides cost share at a rate of 60% up to a maximum payment of $10,000 to help landowners repair and protect eroded streambanks, to re-establish permanent vegetation along the streams, and to create or protect wetlands.  This program includes Streambank stabilization, establishment of vegetative filter strips along streams, and creation or enhancement of wetlands.  Practices eligible for cost-share include cedar tree revetments, willow pole plantings, grade stabilization structures, grass and tree plantings, livestock exclusion fencing, cross fencing, alternative water supplies (ponds, springs, etc.) and wetland creation or improvement and more.
