WATER RESOURCE COST-SHARE PROGRAM

The Water Resources Cost-Share Program (WRCSP) provides funds on a cost-sharing basis to assist landowners in the installation of soil and water conservation and pollution control practices.  The practices are in the public interest and contribute to the protection and enhancement of water resources. 

All structures cost-shared by the State are to be built to the USDA, Natural Resources Conservation service (NRCS) Field Office Technical Guide Standards and Specifications.

The State Conservation Commission (SCC), is responsible for the administrative rules, regulations, guidelines and procedures for the WRCSP and administers landowner contracts and payment.

The Conservation Districts are responsible for implementing the program at the local level.

The USDA, NRCS provides technical assistance in design, layout and certification of conservation practices.

Below are the components that the Conservation District are presently cost-sharing on.

Critical Area Planting

To stabilize the soil, reduce damage from sediment and runoff to downstream areas and improve wildlife habitat.  A cost share rate of 60% of the county average cost not to exceed 60% of the actual cost for shaping and grass seeding.

Diversion
To divert excess water from one area for use or safe disposal in other areas.
A cost-share rate of 60% of the county average cost not to exceed 60% of the actual cost for diversion.

Feedlot Windbreak
To protect soil resources, control snow deposition and provide shelter for livestock.  A cost-share rate of 60% of the county average cost not to exceed 60% of the actual cost for tree planting and mulching.

Fencing
To exclude livestock or big game from areas that should be protected from grazing, control domestic livestock while permitting wildlife movement, to protect new seedlings and plantings from grazing, or subdivide grazing land to permit use of grazing systems and utilize grazing management strategies to enhance grass conditions and to prevent concentration of animals in the riparian zone.   A cost-share rate of 60% of the county average cost not to exceed 60% of the actual cost for barbwire or mesh fence materials.

Field Windbreak

To reduce soil erosion, control snow deposition, protect crops
and conserve moisture.  A cost-share rate of 60% of the county
average cost not to exceed 60% of the actual cost for tree
planting, fencing and mulching.



Grade Stabilization Structure
To stabilize the grade and control erosion in natural or artificial
to prevent the formation or advance of gullies, and to enhance
environment quality and reduce pollution hazards.  A cost-share
rate of 60% of the county average cost not to exceed 60% of the
actual cost for earthwork, pipe and other components associated
with pipe installation, and grass seeding.
